deviantART is an art website for users to submit original works.
deviantART is not an image hosting sight. If you want to get technical, it could be, but it is not like ImageShack or PhotoBucket, don't just upload whatever you please unless you created it.
If you upload any image that is not yours it is considered art theft.
Unfortunately, because of the abundance of these images, it is not well regulated and easy to get away with.
That doesn't mean you should do it.
The only time you should be using or uploading images that you did not create is if you have permission from the original artist, such as stock for an example.
There are exceptions to everything. I'm not going to go hunt down everyone on deviantART I think is guilty of any of these things, and I don't expect or think anyone else should either. But if I see something, I feel I should politely say something to the user.
I am not trying to make anyone mad. Please don't shoot me.
Note: In case you were unaware, placing an item in your scraps means choosing the "scrapbook" option when selecting a category when you are uploading a deviation.
